MCT, NDRC and MOF Issue Opinions on High-Quality Development of Public Cultural Services

The MCT, NDRC and MOF jointly issued opinions to promote the high-quality development of public cultural services.

To the departments of culture and tourism (bureaus), development and reform commissions, and departments (bureaus) of finance of all provinces, autonomous regions, and municipalities directly under the Central Government; and the Culture, Sports, Radio, Television and Tourism Bureau, Development and Reform Commission, and Finance Bureau of the Xinjiang Production and Construction Corps:

Promoting the high-quality development of public cultural services is an important task for further deepening the reform of the cultural system and developing advanced socialist culture, and it is also an inexorable requirement for enabling the people to enjoy a fuller, richer, and higher-quality intellectual and cultural life, safeguarding the basic cultural rights and interests of the people, and meeting new expectations for a better life. In order to better promote the high-quality development of public cultural services under the new circumstances, the following opinions are hereby put forward.

(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Party and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee, uphold the coordinated advancement of the "Five-Sphere Integrated Plan" overall layout and the coordinated advancement of the "Four-Pronged Comprehensive Strategy" strategic layout, grasp the new trends of the times, fully implement the new development philosophy, put the people at the center, take core socialist values as the guide, take high-quality development as the theme, and take deepening the supply-side structural reform of public cultural services as the main line, improve institutional development, strengthen innovation-driven development, strive to modernize the cultural governance system and governance capacity, and provide the people with higher-quality, more efficient, fairer, and more sustainable public cultural services, so that urban and rural residents can better participate in cultural activities, cultivate literary and artistic skills, enjoy cultural life, ignite cultural enthusiasm, strengthen spiritual strength, and raise the level of social civility, laying the foundation for building a socialist cultural power.

Adhere to the correct orientation and promote quality development. Firmly grasp the direction of the advancement of advanced socialist culture, strengthen political guidance, improve the people's civic qualities, and earnestly shoulder the missions and tasks of holding high the banner, rallying the people, cultivating new generations, invigorating culture, and projecting a good image.

Adhere to coordinated construction and promote balanced development. Strengthen the integrated construction of urban and rural public cultural service systems, promote coordinated regional development, improve the system for safeguarding the people's cultural rights and interests, and promote the equalization of basic public cultural services.

Adhere to deepening reform and promote open development. Deepen the reform of the institutional mechanisms of public cultural services, innovate management methods, expand social participation, and form an open, diverse, and vibrant public cultural service supply system.

Adhere to co-building and sharing and promote integrated development. On the basis of grasping their respective characteristics and patterns, promote the integration of public cultural services with science and technology and tourism, and the integration of cultural undertakings with cultural industries, and establish a cultural development pattern of coordinated progress.

(3) Deepening the standardization of public cultural services. Fully implement the national basic public service standards. On the basis of ensuring that the national basic standards are implemented in place, promote all provinces (autonomous regions and municipalities) to formulate local standards in light of their actual conditions, and prefectures (cities) and counties (districts) to formulate catalogs. It is necessary to strengthen ex-ante argumentation and risk assessment, keep within the range of fiscal affordability, avoid blindly aiming high regardless of reality, and ensure that financial resources are guaranteed and services are sustainable. Further improve the construction and service standards and norms for public libraries, cultural centers (stations), and village (community) comprehensive cultural service centers, improve the public digital culture standards and norms system, and, in light of actual work, appropriately raise relevant indicators to play a guiding role. Relying on industry organizations, strengthen the evaluation and grading of public libraries and cultural centers. With provinces (autonomous regions and municipalities) as the main body, carry out the evaluation and grading of township (subdistrict) comprehensive cultural stations. Establish and improve a scientific and standardized evaluation standards system, further improve the mechanism for applying the results of evaluation and grading, and encourage localities to increase incentives for excellence through such means as fund allocation and project arrangements.
