MCT Issues the “14th Five-Year” Plan for Building a Strong Tourism Nation
With State Council approval, China's Ministry of Culture and Tourism issued the plan for building a strong tourism nation during the 15th Five-Year Plan period, setting a goal of a more complete modern tourism system by 2030 and outlining tasks such as optimizing tourism spatial layout, enriching high-quality supply and unleashing tourism consumption potential.
In July 2026, with the approval of the State Council, the Ministry of Culture and Tourism issued the Plan for Building a Strong Tourism Nation During the 15th Five-Year Plan Period (hereinafter referred to as the Plan).
The Plan requires adhering to the theme of promoting high-quality development and taking the advancement of deep culture-tourism integration as the main line, coordinating government and market, supply and demand, protection and development, domestic and international, and development and security, focusing on improving the modern tourism system and accelerating the building of a strong tourism nation.
The Plan makes clear that by 2030, high-quality tourism development will have achieved marked results, the modern tourism system will be more complete and the building of a strong tourism nation will have made notable progress; tourism’s status as a pillar industry will be more solid, its role in boosting domestic demand, promoting employment and energizing the market will be further brought into play, and the share of value added of tourism and related industries in GDP will rise steadily; the tourism public service system will be continuously improved and the public’s satisfaction with tourism will keep rising.
The Plan proposes cultivating and strengthening new drivers of tourism development, adhering to the direction of intelligent, green and integrated development and developing new quality productive forces in light of local conditions; and it defines key tasks including coordinating and optimizing the tourism spatial layout, enriching high-quality tourism supply, unleashing tourism consumption potential, improving tourism public services, strengthening tourism exchanges and cooperation with foreign countries and with Hong Kong, Macao and Taiwan, advancing high-efficiency tourism governance and improving the support system.
The Plan requires strengthening the Party’s overall leadership over tourism work, giving play to the role of the tourism work coordination mechanism, improving the monitoring and evaluation mechanism for plan implementation, and strengthening policy publicity and interpretation.
Reference significance for charter travel: The Plan lists “enriching high-quality tourism supply,” “unleashing tourism consumption potential” and “strengthening tourism exchanges and cooperation with foreign countries and with Hong Kong, Macao and Taiwan” as key tasks, which are in line with the inbound, outbound and regionally coordinated travel demand that tourism charters serve, and can serve as a policy basis for judging medium- and long-term source-market trends.
