MCT Issues Opinions on High-Quality Development of National Cultural Industry Parks
The MCT issued opinions to promote the high-quality development of national cultural industry parks and better play their demonstration role.
To the departments (bureaus) of culture and tourism of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Culture, Sports, Radio, Television and Tourism Bureau of the Xinjiang Production and Construction Corps:
To promote the high-quality development of national-level cultural industry parks (including national-level cultural industry demonstration parks, the Beijing Chaoyang National Cultural Industry Innovation Experimental Zone, and the China-Singapore Tianjin Eco-City National Animation Industry Comprehensive Demonstration Park) and to better leverage their exemplary, leading, and radiating role, the following opinions are hereby put forward.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and fully implementing the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, fifth, and sixth plenary sessions of its 19th Central Committee, we should ground our work in the new development stage, apply the new development philosophy, and foster a new development paradigm. Taking the deepening of supply-side structural reform as the main line and following the requirements of high-quality development, we should strengthen overall planning for the establishment and development of national-level cultural industry parks, accelerate the improvement of their capacity for innovative development, further enhance their development momentum, and continuously improve the service system, so that they play a positive role in enriching the supply of cultural products, stimulating the vitality of cultural innovation, meeting the people's new expectations for a richer spiritual and cultural life, and strengthening the people's spiritual strength, thereby providing strong support for enhancing China's cultural soft power and building a socialist cultural power.
Adhere to the correct orientation. We should always put social benefits first and unify social benefits with economic benefits, and build national-level cultural industry parks into important bases for promoting the core socialist values and advancing the sustained and healthy development of the industry.
Adhere to innovation-driven development. Taking innovation as the primary driving force, we should accelerate the aggregation of innovation factors, optimize the industrial ecosystem for innovative development, and promote the transformation of national-level cultural industry parks from spatial carriers that attract the clustering of enterprises into innovation carriers that facilitate industrial fission.
Adhere to distinctive development. Grounded in regional resource endowments and industrial foundations, we should explore and form development models with distinct regional features and clear industry characteristics, and prevent blind investment and low-level, homogenized construction.
Adhere to demonstration-driven development. We should give play to the exemplary and leading role of national-level cultural industry parks, provide demonstrations and references for the development of cultural industry parks at all levels, and, by using points to drive broader areas, radiate and drive local cultural industries to achieve a higher level of development.
By 2025, the number of national-level cultural industry demonstration parks should reach about 50, their scale advantages and clustering effects should become more evident, and a number of entities applying to establish national-level cultural industry demonstration parks (hereinafter referred to as applicant parks) with development potential should be cultivated, so as to continuously improve the level of establishment and form a high-quality echelon of applicants; the Beijing Chaoyang National Cultural Industry Innovation Experimental Zone and the China-Singapore Tianjin Eco-City National Animation Industry Comprehensive Demonstration Park should further strengthen their capacity to radiate and drive regional cultural industry innovation and development. The overall layout of national-level cultural industry parks should become more optimized, their capacity for innovative development should be markedly improved, their service systems should be continuously perfected, and their industrial ecosystems should be continuously optimized; a number of backbone cultural enterprises and cultural industry clusters with market competitiveness and industry influence should be cultivated and strengthened, so as to promote a more rational allocation of regional resource factors and the further optimization and upgrading of the industrial structure, making them important carriers for promoting the high-quality development of local cultural industries.
