Seven Departments Issue Notice on Industrial Culture, Industrial Heritage and Industrial Tourism
Seven departments including the Ministry of Culture and Tourism jointly issued a notice on promoting industrial culture, protecting industrial heritage and developing industrial tourism, with eight key tasks covering resource surveys, heritage protection, product supply, service quality, study tourism and safety.
The general offices (offices) of seven departments — the Ministry of Culture and Tourism, the Publicity Department of the CPC Central Committee, the Ministry of Industry and Information Technology, the Ministry of Education, the State-owned Assets Supervision and Administration Commission of the State Council, the National Cultural Heritage Administration and the All-China Federation of Trade Unions — recently jointly issued the Notice on Promoting Industrial Culture, Protecting Industrial Heritage and Developing Industrial Tourism (hereinafter referred to as the Notice), which clearly sets out key tasks in 8 areas, including strengthening the survey of industrial heritage resources, raising the level of industrial heritage protection, excavating and interpreting the value of industrial culture, enriching the supply of industrial tourism products, improving the quality of industrial tourism services, giving play to study-tourism education functions, stepping up publicity and promotion, and building a solid line of defense for industrial tourism safety.
In terms of enriching the supply of industrial tourism products, the Notice proposes actively developing industrial heritage tours, revitalizing and utilizing industrial relics and developing new scenarios, new business forms and new models of industrial tourism; vigorously developing “factory tours,” encouraging enterprises in such fields as equipment manufacturing, consumer goods industry and e-commerce logistics to innovatively offer projects such as production-process observation, simulated operation, handicraft experience and product customization; expanding industrial smart tourism in an orderly manner to create immersive and intelligent industrial tourism experiences; and encouraging localities to launch a number of high-quality industrial tourism routes and brands with regional and industry characteristics.
In terms of giving play to study-tourism education functions, the Notice makes clear that localities are encouraged to use modern factories, industrial heritage sites, existing industrial museums and industrial exhibition halls to develop distinctive study-tourism products; and travel agencies and online travel platforms are encouraged to expand industrial-themed study-tourism business.
In terms of building a solid line of defense for industrial tourism safety, the Notice proposes that relevant units and enterprises should improve confidentiality management systems and conduct industrial tourism on the premise of complying with state confidentiality regulations; and safety isolation facilities, safety warning signs and protective facilities must be installed between tourist visiting areas (passages) and dangerous production areas (steps).
