Shandong Promotes Two-Way Empowerment of Finance and Culture & Tourism
Shandong issued a three-year action plan (2026-2028) for two-way empowerment between finance and culture and tourism, building a three-tier government-finance-enterprise service platform.
Recently, the Shandong Provincial Department of Culture and Tourism, the Financial Office of the CPC Shandong Provincial Committee and other multiple departments jointly issued the “Shandong Province Three-Year Special Action Plan for Two-Way Empowerment Between Finance and Culture and Tourism (2026–2028)” (hereinafter the “Plan”). It aims to better leverage the coordination mechanism for two-way empowerment between finance and culture and tourism, build a service platform for three-level (provincial, municipal and county) coordination and matching of supply and demand among government, finance and enterprises, and promote the high-quality development of the culture and tourism industry.
The Plan specifies the main objectives and tasks: adhere to government guidance, market operation, resource integration and coordinated efforts; achieve precise matching and efficient allocation of financial resources and culture and tourism elements; and strive to build the “Friendly Shandong · Quality Finance” two-way empowerment brand. It promotes the application of financial instruments such as REITs and bond financing in the culture and tourism sector, continuously innovates financial products serving the culture and tourism industry, and incorporates them into the “Quality Finance” brand system. Finance will play a more prominent empowering role in supporting the continued expansion of culture and tourism consumption and the deep integration of culture and tourism, the scale of financing will continue to expand, culture and tourism business entities will be cultivated and strengthened, and reserve culture and tourism enterprises for listing will be dynamically selected and cultivated.
The Plan proposes establishing a closed-loop mechanism for updating and giving feedback on culture and tourism financing project information; giving play to the credit-enhancement and risk-sharing role of government financing guarantee institutions to provide guarantees for the reasonable financing needs of culture and tourism business entities; expanding the brand effect of two-way empowerment between finance and culture and tourism; optimizing the model of financial policy briefings and government-finance-enterprise supply-demand matching; and guiding localities to carry out small-scale, topic-specific policy briefings, business training and supply-demand matching activities by field, level and category.
