Hainan to Build a Distinctive Marine Culture & Tourism Destination
At a press conference, Hainan's tourism and culture department said it will build the province into an eco-friendly, culturally rich and well-serviced marine culture and tourism destination.
On June 8, a special press conference on the Hainan Province '15th Five-Year Plan' Marine Economy Development Plan (2026–2030) and the Hainan Province Marine Culture Development Action Plan (2026–2030) was held in Haikou. It was announced at the conference that the Hainan Provincial Department of Tourism, Culture, Radio, Television and Sports will continue to work to build the whole province into a distinctive marine culture and tourism destination with a beautiful ecology, rich culture, diverse business formats and quality services.
According to the presentation, Hainan will upgrade four business formats to build a three-dimensional product matrix. It will upgrade the coastal resort format, encouraging resorts such as Sanya's Haitang Bay to incorporate marine culture and build coastal resort brands with distinctive cultural identity. It will upgrade the island experience format, strengthening Wuzhizhou Island's diving and water sports, highlighting fishing-village culture on West Island, and focusing on marine animal interactions on Fenjiezhou Island; it will also standardize the development of the waters around Jiajing Island and develop customized products such as sea fishing and wedding photography. It will upgrade the high-end diving format, exploring reservation-based ticket and island-entry services around Fenjiezhou, Wuzhizhou and West Island, developing high-end products such as coral reef restoration viewing and underwater photography, and continuing to amplify the brand effect of the diving festival. It will upgrade the surfing and deep-diving format, turning Wanning's Riyue Bay into a 'surfing mecca' and developing mass recreational surfing in Sanya's Houhai, forming a surfing matrix of 'professional competitions + mass experiences + trend culture'.
According to the presentation, Hainan will develop cruise and yacht tourism and open up new 'deep and distant sea' tourism scenarios. Leveraging the policy advantages of the Hainan Free Trade Port, it aims to make 'taking a cruise, sailing a yacht' a 'golden signboard' of Hainan tourism. It will deepen Hainan–Hong Kong and Hainan–Guangdong cooperation to develop cruise products linking Hong Kong, Guangzhou and Shenzhen, and gradually develop cruise routes serving ASEAN. It will accelerate the construction of Sanya International Cruise Port. It will develop distinctive 'yacht plus' products such as sea fishing, weddings and low-altitude flights. (Fu Xiongzhu)
