Hubei Launches 'Culture & Tourism +' Special Action
Hubei's provincial government issued a 2026-2028 action plan with 22 measures to integrate culture and tourism with agriculture, industry, commerce, transport, sports, education and more.
The General Office of the Hubei Provincial Government recently issued the Hubei Province 'Culture and Tourism Plus' Special Action Plan (2026–2028), proposing 22 measures to promote the integrated development of the culture and tourism industry with fields such as agriculture, industry, commerce, transport, cities and towns, sports, water conservancy and education.
According to the plan, in terms of 'culture and tourism plus agriculture,' Hubei will focus on advancing 100 rural revitalization zones, build themed villages such as intangible cultural heritage villages, sports villages, music villages and wellness villages, recommend 30 premium rural leisure tourism routes, and cultivate teams of 'village livestreamers' and rural collective economy managers. In terms of 'culture and tourism plus industry,' Hubei will guide enterprise factory areas in carrying out tourism-friendly renovations, promote the orderly opening of smart production lines, AI laboratories and the like by intelligent manufacturing enterprises such as leading-tier and excellence-tier smart factories and by parks such as the East Lake New Technology Development Zone and the Wuhan Economic and Technological Development Zone, and launch 50 super-factory experience sites and 10 industrial technology themed tour routes. In terms of 'culture and tourism plus commerce,' Hubei will promote the deep integration of core urban business districts and large commercial complexes with culture, tourism, sports and health elements and embed new immersive experience consumption scenarios.
The plan specifies measures such as promoting coordination between roads and scenery and building culture and tourism corridors; empowering the renewal of commercial districts and promoting the symbiosis of scenic areas and cities; expanding sports events and strengthening the sports event economy; empowering water conservancy projects and developing water-based leisure; cultivating premium study-tour products and advancing cooperation between education and tourism; and upgrading smart culture and tourism and optimizing service experiences.
The plan requires that all localities and departments uphold the integration concept of 'culture and tourism plus all trades and industries' and 'all trades and industries plus culture and tourism,' keep pace with the times, formulate development strategies in light of local conditions that play to 'locally leading strengths,' and advance the 'culture and tourism plus' special action at a high level.
