'15th Five-Year' Plan for Building a Sports Powerhouse Released, with Culture & Tourism Elements
The General Administration of Sport issued the '15th Five-Year' Plan for Building a Sports Powerhouse, China's first national special plan themed on becoming a sports powerhouse.
Recently, the General Administration of Sport of China issued the "15th Five-Year Plan for Building a Sports Power" (hereinafter referred to as the "Plan"). This is the first national-level special plan themed on "building a sports power," making a systematic deployment for accelerating the building of a sports power and promoting high-quality sports development during the 15th Five-Year Plan period.
VI. Accelerate the Quality Improvement, Capacity Expansion, and Upgrading of the Sports Industry to Effectively Serve the Overall Situation of Economic and Social Development
(1) Improve the modern sports industry system. Improve the industrial chain of the competition and performance industry, and establish an event economy ecosystem centered on self-owned event IPs. Raise the level of independent research and development and technological innovation of sporting goods manufacturing enterprises, and create a number of technology-rich Chinese sports trendy products and trendy brands. Promote the integrated development of commerce, tourism, culture, sports, and health, and expand the space for the development of the sports industry.
(2) Vigorously develop the event economy. Organize and carry out activities such as "Enjoy Exciting Events, Savor Chinese Cuisine," and continue to hold the "Travel with Events" series of activities. Give play to the influence and comprehensive driving role of urban leagues such as football and basketball, and encourage regions and metropolitan areas to jointly hold regional sports events. Support the holding of village series events represented by "Village Super," "Village BA," and "Village Volleyball," to help rural revitalization and urban-rural integrated development. Strengthen departmental coordination and optimize the approval and management of sports events. Deepen pilot work on promoting sports consumption and the event economy, and strengthen the statistics and influence evaluation of the event economy.
(3) Raise the level of outdoor sports development. Vigorously develop outdoor sports such as mountain, water, ice and snow, and low-altitude sports, and create premium routes and brand events. Promote the safe and orderly opening of natural resources such as water areas, airspace, and mountains to outdoor sports. Formulate and revise safety standards for high-risk sports items and events. Consolidate and expand the achievements of "engaging 300 million people in ice and snow sports" and increase efforts to popularize and promote ice and snow sports. Promote high-level coordinated and integrated development of the main industrial chains of the ice and snow economy, and encourage places with conditions to build a number of ice and snow economy cluster zones.
VII. Vigorously Carry Forward the Chinese Sports Spirit and Promote the Prosperity of Sports Culture
(1) Inherit and carry forward the Chinese sports spirit. Vigorously carry forward the spirit of the women's volleyball team in the new era and the Beijing Winter Olympics spirit. Make the "Ode to the Chinese Sports Spirit" cultural brand bigger and stronger and improve publicity effectiveness. Carry out touring lectures on the Chinese sports spirit, and encourage outstanding athletes such as Olympic champions to actively participate in public welfare activities. Focusing on sports items with high social attention and a good mass base, create a number of exemplary sports cultural brands. Resolutely resist the erosion of vulgar and lowbrow ideas and cultivate a healthy and uplifting sports culture. Give play to the important role of sports in promoting interaction, exchange, and integration among all ethnic groups, and actively build the shared spiritual home of the Chinese nation.
(2) Enrich sports cultural products and platforms. Increase the development of licensed sports merchandise, and encourage the innovative development of sports digital collectibles, sports cultural and creative products, and sports film, television, and animation works.
