MCT Launches Pilot for Credit-Economy Development in the Culture and Tourism Market
The MCT General Office decided to launch pilots for credit-economy development in the culture and tourism market, setting goals, tasks and safeguards.
To the departments (bureaus) of culture and tourism of all provinces, autonomous regions and municipalities directly under the Central Government, and the Culture, Sports, Radio, Television and Tourism Bureau of the Xinjiang Production and Construction Corps:
In order to implement the decisions and arrangements of the CPC Central Committee and the State Council on improving the social credit system, and in accordance with the requirements of the 'Guiding Opinions of the General Office of the State Council on Accelerating the Construction of the Social Credit System and Building a New Credit-Based Regulatory Mechanism' (Guo Ban Fa [2019] No. 35) on 'organizing pilot demonstrations of credit construction and credit regulation', the '14th Five-Year Plan for the Development of Culture and Tourism' on 'expanding credit application scenarios', and the '14th Five-Year Plan for the Development of the Culture and Tourism Market' on 'exploring the launch of pilot work on the development of the credit economy', the Ministry of Culture and Tourism will carry out pilot work on the development of the credit economy in the culture and tourism market. The relevant matters are hereby notified as follows:
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, grasp the new development stage, implement the new development concept, build a new development pattern, adhere to a problem-oriented approach, base efforts on pilot exploration, promote key breakthroughs and strengthen application practice, select a batch of pilot areas nationwide, and carry out one-year pilot work on the development of the credit economy in the culture and tourism market, establish and improve a number of supporting systems for the construction of the credit system, cultivate a batch of honest enterprises, develop a batch of credit economy demonstration sites, continuously expand the application scenarios of credit in the culture and tourism market, give play to the value and role of credit in the development of the market economy, stimulate the initiative and creativity of administrative departments, market entities, social institutions and other parties in participating in credit construction, accelerate the building of a new credit-based regulatory mechanism for the culture and tourism market, and boost the comprehensive recovery and high-quality development of the market.
The selection of pilot areas is mainly based on prefecture-level cities, districts and counties, and provincial-level pilot areas will be determined as appropriate according to conditions. Pilot areas should have a relatively good foundation for the construction of the credit system in the culture and tourism market, attach importance to the development of the credit economy, provide relevant policy guarantees, have relatively complete credit regulation systems and relatively sound working mechanisms, and have a good degree of credit information collection and sharing as well as a strong driving force for credit innovation.
1. Improve the credit evaluation system. Carry out pilot credit evaluation work for culture and tourism enterprises, optimize evaluation indicators and evaluation methods, clarify the sources and channels of credit information, and implement graded and classified regulation based on credit evaluation results, forming a set of graded and classified regulatory systems based on credit evaluation.
2. Improve the credit commitment system. Encourage and support culture and tourism market entities to proactively make credit commitments to society, support culture and tourism industry associations and chambers of commerce in establishing and improving credit commitment systems within the industry, further optimize the workflow of credit commitments, and create a closed loop of credit commitment work.
3. Establish a credit repair system. Establish a credit repair mechanism that protects the rights and interests of culture and tourism market entities, carry out credit repair work, strengthen the sharing of credit repair information, improve the coordinated linkage mechanism, and improve the efficiency of credit repair.
4. Promote credit-based consumption. Encourage and support culture and tourism enterprises in integrating information from public, industry, market and other parties, exploring the launch of credit-based products and services, and providing consumers with good credit standing convenient consumption services such as 'use now, pay later', 'travel now, pay later' and deposit waivers, forming relevant policies to promote credit-based consumption.
5. Cultivate credit brands. Encourage and support culture and tourism enterprises in creating a batch of branded, star-level credit application products and services in the field of culture and tourism consumption, optimize the consumption experience, and promote the formation of a credit brand cultivation mechanism.
