Shandong Issues Measures Rewarding Inbound Tourism: Up to RMB 100,000 per Charter Flight
Shandong's culture and tourism department and finance department jointly issued reward measures for attracting inbound tourists, rewarding up to RMB 100,000 per inbound charter flight landing at Shandong airports.
The Shandong Provincial Department of Culture and Tourism and the Shandong Provincial Department of Finance jointly issued the Measures of Shandong Province for Rewarding and Subsidizing the Attraction of Tourists (Trial) (No. LUWENLÜFA [2025] 4; index No. 11370000MB2847723P/2025-00671), using fiscal funds to guide and incentivize efforts to accelerate the building of a strong tourism province.
The measures specify the inbound tourism charter reward under the “inbound large-group reward” item: the conditions are organizing inbound tourists to enter via a Shandong airport port by tourism charter, staying in Shandong for 2 or more consecutive nights (inclusive) and visiting 2 or more paid scenic areas (inclusive); the reward standard is up to RMB 100,000 per flight when carrying 120 or more passengers (inclusive), and up to RMB 60,000 for 60 or more (inclusive) but fewer than 120 passengers (exclusive).
In addition to charters, the measures also set corresponding reward or subsidy standards for inbound tourism cruises, inbound tourism boats, total inbound tourists received, overseas market development and tourist trains. Among them, the reward for total inbound tourists received is: for those staying in Shandong for 2 or more consecutive nights (inclusive) and visiting 2 or more paid scenic areas (inclusive), up to RMB 20 per person per day for non-long-haul markets and up to RMB 30 per person per day for long-haul markets.
The measures also make clear that for the same batch of tourists that simultaneously meet 2 or more (inclusive) of the inbound large-group reward, the overseas market development subsidy and the tourist train special reward, no duplicate rewards or subsidies will be granted.
Reference significance for charter travel: Direct local rewards and subsidies for inbound tourism charters reflect the practical role of charter capacity in attracting inbound groups, and provide a policy and market reference for the demand side of charter products.
