Four Departments Issue Opinions on Advancing Workers' Cultural and Sports Activities and Expanding Consumption

The ACFTU, MCT, China Film Administration and General Administration of Sport issued opinions to advance high-quality workers' cultural and sports work and expand related consumption.

To the trade unions, departments (bureaus) of culture and tourism, film authorities, and sports administrative departments of all provinces, autonomous regions, and municipalities directly under the Central Government, all national industrial trade unions, and the trade union federation of central and state organs:

To implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, follow the relevant arrangements in the recommendations of the Central Committee of the Communist Party of China for the 15th Five-Year Plan regarding 'vigorously boosting consumption,' 'extensively carrying out mass cultural activities,' and 'advancing the development of mass sports,' thoroughly implement the Special Action Plan for Boosting Consumption issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council, and implement the spirit of the Notice of the General Office of the State Council on Issuing Several Measures for Further Cultivating New Growth Points and Prospering Culture and Tourism Consumption and the Opinions of the General Office of the State Council on Unleashing the Potential of Sports Consumption to Further Advance the High-Quality Development of the Sports Industry, we hereby put forward the following opinions in order to deeply advance the high-quality development of workers' cultural and sports work in the new era, better meet workers' growing spiritual and cultural needs, further expand workers' cultural and sports consumption, and unleash workers' consumption potential.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, anchored to the goals and tasks in the recommendations for the 15th Five-Year Plan, adhering to the people-centered development philosophy, and promoting and practicing the core socialist values, we should vigorously prosper and develop workers' culture, improve systems and mechanisms, enrich content and forms, expand platform resources, strengthen digital and intelligent empowerment, and stimulate the vitality of innovation and creativity. Through joint efforts, by 2030 we should basically establish a workers' cultural and sports activity system featuring broad coverage, clear tiers, and distinctive characteristics, create a number of workers' cultural and sports brand projects with nationwide influence, advance the improvement of the quality and efficiency of workers' cultural and sports services, and build a workers' culture that is healthy, civilized, uplifting, and participated in by all, so as to better meet the diverse, multi-tiered, and multifaceted spiritual and cultural needs of the worker masses.

(1) Expand the scale of workers' cultural and sports activities. The ACFTU shall take the lead and, together with the Ministry of Culture and Tourism, the China Film Administration, and the General Administration of Sport of China, jointly plan, organize, coordinate, and implement nationwide workers' cultural and sports activities. Trade unions at all levels shall join with the competent departments of culture and tourism, film, and sports to strengthen resource connections and activity guidance, and create regional workers' cultural and sports activity brands. Trade unions at all levels, workers' cultural palaces, and others are encouraged to strengthen cooperation with art troupes, public cultural service institutions, cultural and museum venues, performance venues, film screening venues, and sports venues to carry out workers' cultural and sports activities extensively. Primary-level trade unions are encouraged to carry out small-scale, diverse, and routine workers' cultural and sports activities to effectively enhance the convenience of workers' participation.

(2) Prosper the supply of workers' culture. Adhering to culture benefiting the people, we should jointly hold 'Workers' Art Week' and 'Workers' Film Week,' extensively carry out workers' cultural activities such as artistic performances, themed exhibitions, and classic recitations, actively carry out various culture-to-the-grassroots activities, continue to run workers' evening schools well, and enrich workers' spare-time cultural life. Relying on workers' cultural palaces, we should establish workers' literary and artistic creation bases, encourage the creation of film and television works that reflect workers' lives and are popular among workers, and prosper the new mass literature and art under internet conditions.

(3) Optimize the structure of workers' sports development. We should innovatively create national workers' sports brands, consolidate and improve sports activities with a deep mass base such as badminton, table tennis, and workplace exercise, promote traditional sports such as tai chi, scientifically introduce emerging sports such as ice and snow and outdoor activities, continue to roll out convenient fitness activities such as 'Move During Work Breaks,' and encourage the holding of comprehensive workers' sports meets covering enterprises, industries, and regions.

(4) Innovate scenarios for workers' cultural and sports activities. Connecting with the actual needs of workers, especially workers in new forms of employment, we should expand new types of workers' cultural and sports activities such as nighttime, outdoor, social, and parent-child activities, and encourage the use of distinctive spaces such as commercial districts, industrial heritage sites, parks and green spaces, red education bases, and film screening venues to carry out immersive and interactive cultural experience activities.
