CAAC and Two Ministries Issue the Civil Aviation Development Plan for the 15th Five-Year Plan Period
CAAC, the NDRC and the Ministry of Transport jointly issued the Civil Aviation Development Plan for the 15th Five-Year Plan period, targeting international first-class safety, service and infrastructure by 2030 and outlining six systems covering safety, air transport services, infrastructure, innovation, green development and governance.
According to the Civil Aviation Administration of China (CAAC), in order to implement the decisions and arrangements of the Party Central Committee and the State Council, and in accordance with the outline of the 15th Five-Year Plan and the arrangements for building a strong transportation nation, CAAC, the National Development and Reform Commission (NDRC) and the Ministry of Transport recently jointly issued the Civil Aviation Development Plan for the 15th Five-Year Plan Period (hereinafter referred to as the Plan).
The Plan points out that the 15th Five-Year Plan period is a crucial five years for continuing the civil aviation chapter of building a strong transportation nation. The Plan makes clear that by 2030, the civil aviation industry’s safety level, service capability and infrastructure will be among the world’s first class, major breakthrough progress will be made in technological innovation, green and low-carbon development and governance capacity, and the industry will more effectively serve major national strategies, promote regional economic and social development and meet the people’s needs for better air travel.
The Plan proposes that, around the above goals, the civil aviation industry will make every effort to advance the development of six systems: first, building a solid and reliable aviation safety guarantee system; second, creating a high-quality and efficient air transport service system, adhering to popular and internationalized development and advancing air transport that is accessible and smooth, diversified and resilient, convenient and efficient, and fair and inclusive, strongly supporting the expansion of domestic demand and high-level opening up; third, building a systematically coordinated infrastructure system; fourth, building a self-reliant and controllable innovation support system to promote the safe development of low-altitude civil aviation; fifth, building a sustainable green development system; and sixth, building a well-regulated and orderly civil aviation governance system, continuously expanding opening up and cooperation.
The Plan requires strengthening coordination and cooperation, improving the mechanism whereby annual plans implement the development plan, and solidly advancing the implementation of the civil aviation 15th Five-Year Plan.
Reference significance for charter travel: The Plan emphasizes that the air transport service system will be “internationalized” and “strongly support the expansion of domestic demand and high-level opening up”; the continuous optimization of the civil aviation international route network and capacity supply constitutes a medium- and long-term positive for opening and stably operating international tourism charter routes.
