China Issues “One Plan, Two Measures” for International Aviation Hub Development
CAAC, together with the NDRC and the Ministry of Transport, issued the Implementation Plan for International Aviation Hub Development and two related measures, detailing tasks across functional positioning, planning, coordinated operation, transport services and assessment, and proposing a hub-oriented aviation resource allocation policy.
According to the Civil Aviation Administration of China (CAAC), CAAC, together with the National Development and Reform Commission and the Ministry of Transport, issued the Implementation Plan for the Construction of International Aviation Hubs, the Measures for Selecting Lead Hub Operators of International Aviation Hubs, and the Measures for Evaluating and Assessing International Aviation Hubs and Hub Operators (hereinafter referred to as the “one plan, two measures”).
The “one plan, two measures” are important measures for implementing the strategic arrangements for optimizing the regional opening-up layout and expanding high-level opening up, improving the strategic division of labor among international aviation hubs, systematically advancing the building of the international aviation hub functional system and promoting the high-quality development of the civil aviation industry.
It is understood that in 2024 CAAC, together with the National Development and Reform Commission, issued the Guiding Opinions on Promoting the Construction of International Aviation Hubs, proposing to accelerate the building of the international aviation hub functional system. This “one plan, two measures” refines and puts forward tasks and measures focusing on hub functional positioning, planning and construction, coordinated operation, transport services and evaluation and assessment, and will continuously consolidate and improve the strategic coordination mechanism for aviation hubs and hub operators, implement a hub-oriented aviation resource allocation policy, and promote more optimized planning and construction, more coordinated operation and management, more efficient transport services and more complete evaluation and assessment.
Reference significance for charter travel: The “hub-oriented aviation resource allocation policy” points to the allocation logic of key resources such as traffic rights and slots; the route expansion and improved international connectivity of major hubs are related to the destination layout and capacity guarantee of tourism charters, and deserve continued attention.
